Dikome Balue Municipality:
Mayor Records 63.38% Budget Realisation In 2025
The Dikome Balue Council in Ndian Division of the South West Region has recorded a realisation rate of 63.38 % in the execution of its 2025 budget.
The disclosure was made on Friday, April 24, during the first ordinary session of the Dikome Balue Council for 2026 devoted to examine and adopt the administrative, management and stores accounts of the council for 2025.
The session was chaired by the Mayor of Dikome Balue Council, Victor Nebare Motuba, in the presence of the Divisional Officer, DO, of Dikome Balue Subdivision, George Tonye, representing the Senior Divisional Officer, SDO, for Ndian Division, Gilbert Guibai Baldena, supervisory authority of councils in the Division.
In a welcome address, Mayor Motuba stated the budget for the 2025 financial year was at the sum of 545,800,000 FCFA, balanced in revenue and expenditure, had an effective collection of revenue of 345,914,244 FCFA and an effective payment of 288,247,040 FCFA.
During the 2025 budget execution, the revenue collected was at a realisation rate of 63.38% while expenditure was at 52.81%.
Motuba noted no one needs to tell them to collaborate more than ever, as greater challenges await them in 2026.
He stated:” For us to remain at the top, we need to develop new strategies to see that our PIB for 2026 which cuts across major sectors like agriculture, health, energy, commerce, roads, tourism etc which stands at about 360,000,000 francs be executed on time.”
Making a retrospect, the mayor used the opportunity to go beyond the 2025 accounts and reflected on their activities for the past five years.
He said when they took over the current mandate, all of them could bear themselves witness that it was not actually easy to install themselves properly in their respective offices.
But through collaborative and team spirit, they were able to develop or build a goal, create an action plan for the population, taking into consideration the COVID-19 pandemic and the socio-political crisis rocking the Region.
Agriculture, he stated, being the backbone of the economy, one of their major goal was to disenclave and open up major agricultural basins within the municipality and link them up to the nearest markets in towns.
He stated:” To this effect, we started the transformation of all temporal bridges to permanent ones while constructing new ones. As a result, the Mekoma, Naribe, Nyange, Ndonono bridges were constructed, with several ongoing along the Mekoma-Bonji Balue road. This same mandate has realized the rural electrification by solar of about 80% of our villages, amongst which include, Bonji, Mekoma, Itende, Ebobe, Mofako, Dikome Balue, with those of Bona and Weme under construction.”
In the domain of health, Mayor Motuba stated their health systems which were badly challenged by the socio-political crisis have witnessed tremendous transformation from the supply of modern medical equipment, to the rehabilitation of their structures.
“Presently, the two remaining integrated health centres of Difenda and Dikome Balue are under rehabilitation from PIB and PPRD respectively,” Motuba noted.
The mayor also hinted they have not lost sight on the transformation and diversification of their primary agricultural product.
In this regard, they have constructed cassava processing units in Betenge Balue, with those of Bonji and Difenda Balue on the way.
He hinted:” 80% of our communities have benefitted cassava processing machines, farming tools, seeds, fertilizers and other agricultural accessories.”
Motuba revealed the long-standing problem in the processing of Dikome Tea, a product held in high esteem, is a thing of the past, as the council has already purchased a complete high-level tea processing machine to enable the farmers better compete with other tea products in the market.
In the aspect of education, Mayor Motuba stated he does not need to remind the councillors that education has been the selling point of the general Balue man.
” That is why we are gradually transforming our educational facilities to meet modern standards, the GNS Difenda can speak for itself,” he stated.
To the mayor, it has gone in the atlas of history that the current mandate championed the idea for the upliftment of the abandoned Rumpi Reserve to the creation of the Rumpi-Rata National Park, RRNP.
He noted that to prove they are a people of vision, the council is already constructing a modern Tourism Centre in Dikome Balue Town to harbour the headquarters of RRNP.
He told the councillors it is evidently clear they have touched and impacted the lives of 90% of the total 14 communities in the municipality.
The mayor urged the communities of Bosunga and Mbombe Balue not to feel abandoned because they are very close to their hearts.
” Like the English man will put it; he who laughs last, laughs best. With God’s permission, 2027 budget will be for you,” Motuba stated.
To the youths, the mayor noted, they have been following with keen attention their concerns especially in the domain of youth empowerment, their opinions and recommendations are very clear in the hearts of the municipal authorities.
He hinted:” You all can bear us witness that in the year 2024 we engaged in a huge project, the construction of a Multipurpose Youth Empowerment Centre in Dikome Balue Town. This lofty project could not see the light of day for reasons we all know. However, urge you all to use your talents to create and remain very civil in your thoughts and actions as we prepare to deliver a full package in the 2027 budget.”
On a positive note, Mayor Motuba revealed the Dikome Balue Council scored 100% in the realisation of Public Investment, PIB, projects in the municipality, one of the best in the South West Region.
Meanwhile, after the presentation of the various reports of the committees set up to scrutinise the accounts, the councillors approved and adopted the administrative, management and stores accounts of Dikome Balue Council as working documents of the council.
