YAOUNDÉ — Cameroon’s national strategy to bridge the youth employment gap and catalyze industrial growth has taken a major leap forward. Under Presidential Decree No. 2026/169 signed by Head of State Paul Biya, the government has officially approved a €10 million (approximately 6.559 billion FCFA) loan agreement with UniCredit Bank Austria AG. The strategic financing, backed by the Oesterreichische Kontrollbank (OeKB), will fund the construction and equipment of a cutting-edge Vocational Training Center (Centre de Formation aux Métiers) in Ntui, located in the Mbam-et-Kim department of the Centre Region.
The Ntui facility represents the initial phase of a broader national rollout. Four subsequent hubs—earmarked for Ekondo Titi and Fontem (South West), Ngong (North), and Yokadouma (East)—are currently on the active waitlist, with each projected to receive an identical 6.5 billion FCFA investment injection.
A Blueprint for Youth and Gender Empowerment
This infrastructural offensive directly fulfills a foundational promise made by President Paul Biya during his New Year address, where he committed to anchoring his mandate on the socio-economic elevation of women and the youth. Local observers view this agreement as a vital economic lifeline that will modernize the technical education sector, create localized jobs, and provide practical paths forward for young citizens navigating global cost-of-living pressures and structural unemployment markets.
By equipping the younger generation with specialized technical competencies, the initiative aligns with the President’s National Development Strategy (SND30), which aims to structurally transform Cameroon into a robust, industrialized emerging nation by 2035.
Strategic Cameroon-Austria Technical Partnership
In strict compliance with official state procurement standards, the core commercial supply contract was executed in Yaoundé between Cameroon’s Ministry of Employment and Vocational Training (MINEFOP) and the Austrian industrial training specialist, VACE Systemtechnik GmbH. The official signing ceremony was led by MINEFOP Minister Mounouna Foutsou, alongside VACE Corporate Representative Johann Sesser.
The high-level diplomatic and technical coordination required to finalize the agreement was spearheaded by a collaborative task force consisting of:
- The Austrian Ministry of Finance and the Austrian Export Facility.
- H.E. Ndocki Victor, Cameroon’s Ambassador to Germany.
- Cameroon’s technical line ministries.
- HRM Nanje Kingsley Elangwe, who has successfully served as the official Focal Point for Austrian interests in Cameroon since 2020.
Long-Term Impact and Global Horizons
The project documents outline a strict 24-month construction and deployment timeline, immediately followed by six months of dedicated pedagogical assistance and “train-the-trainer” institutional support managed by VACE. The Ntui academy will focus its curriculum on high-demand modern market sectors: heavy industry, digital technology, and agro-industrial automation.
Beyond physical infrastructure, VACE Systemtechnik GmbH is leveraging this partnership to expand its footprint in African projects of national interest. The framework will simultaneously open formal academic and professional exchange channels, serving as a bilateral bridge for Cameroonian technicians wishing to pursue advanced work-study programs directly in Austria.
As work begins in Ntui, the populations of Ekondo Titi, Fontem, Ngong, and Yokadouma eagerly anticipate the extension of the project to their respective regions to catalyze local economies.
